The stem doesn't look bad, where a lot of carbon normally accumulates, it looks clean.
The car consumes 1 liter of oil every 4000km, through the turbo, the air ducts after the turbo are a little wet with oil, maybe the oil cleans the valves?
The oil does not come from the PCV valve, it is lost mainly through the turbo
